The Coalition Against Market Manipulation (CAMM), a group of public companies that have
organized to promote effective regulation against naked shorting and other abusive trading.
WHAT:
Former Securities and Exchange Commissioner Roel Campos will moderate and lead a discussion
with a distinguished group of experts that will include former SEC Chairman Harvey Pitt,
Rex Staples of North American Securities Administrators Association, John Tabacco of
LocateStock.com, noted economist Robert Shapiro, Alex Pollack of the American Enterprise Institute,
and other invited economists and representatives of several industry associations, as well as
executives of public companies.
Among the solutions to be discussed are:
A requirement that prior to a executing a short sale,
a seller must have a legally enforceable right to deliver by the delivery date the shares that
are to be shorted (the need for a pre-borrow requirement).
Transparency through timely
disclosure of true volume of all failures-to-deliver.
Making permanent the hard-deliver
requirement.
Strict enforcement of the rules, as well as other solutions to abusive
short selling.
